Security personnel involved in the fight against insurgency, have been tasked to carry out the counter insurgency operations and peace
keeping in line with international human rights standard.
The Acting Executive Secretary, National Human Right Commission , Mrs. Oti Anukpe made the call in Yola, at the Training of Security Personnel on Mainstreaming, Human Rights, Humanitarian Principles and Civilian Protection into Counter Insurgency Operation in the North-East.
Anukpe pointed out that, in response to humanitarian crisis in the region, the training would provide platform to educate security
personnel with comprehensive picture of protection and issues relating to IDPs and their host communities in order to advocates for their needs.
The Executive Secretary also said, the UNHCR, government authorities and humanitarian stakeholders in turn would address protection issues and train security personnel handling counter insurgency operation on how to operate without violation of civilian rights.
” In view of the enormous task of counter insurgency operation and the peculiarity of asymmetric warfare the training would help to draw the attention of human rights issue, and prosecution in the counter insurgency operation.
“It is the international obligations of Nigeria to respect, protect and fulfill human rights as part of obligations and as agents of the
government, you are expected to comply with various human rights standards while on duties”.
The significance of the training according to her is to establish mechanism to monitor violation of human right abuse in pre, during and post security operations.
